*** Cancelled*** The Indiana National Guard requester has decided to cancel this request for this fiscal year. It may be available next fiscal year. Mandatory Source Compliance: It has been found that In accordance with Army Regulation (AR) 25-1 (Army Information Technology) and the Army Federal Acquisition Regulation Supplement (AFARS) 5139.101-90, the Army Computer Hardware, Enterprise Software and Solutions (CHESS) program is the mandatory source of supply for commercial-off-the-shelf (COTS) IT hardware and software. Accordingly, this solicitation is being issued exclusively through the CHESS ITES-4H multiple-award contract vehicle. Contingency Clause (No Quotes Received): In the event that no technically acceptable quotes are received from the CHESS ITES-4H contract holders, the Government will request a CHESS Statement of Non-Availability (SoNA). Upon receipt and approval of the SoNA and associated G-6 ITAS waiver, this solicitation will be canceled on the CHESS portal and re-posted for a small business set aside on SAM.gov This is a pre-Solicitation. No quotes are required at this time. A formal solicitation will be issued in the near future. We expect changes to this Pre-solicitation as documents and requirements are updated. Project Requirement The Indiana National Guard at the MTC-ATT facility, Camp Atterbury, requires the design, purchase, and installation of a comprehensive CCTV system to monitor the exterior of buildings 733, 734, and 735, including the adjacent parking lot area. An existing Access Control system (Galaxy Controls) and associated network infrastructure are already in place across these buildings. Please see the attached Statement of Work (SOW) for more information. Prime Contractor Self-Performance & Capability RequirementsSelf-Performance Mandatory: This requirement is anticipated to be solicited under NAICS 561621. In accordance with FAR 52.219-14 (Limitations on Subcontracting), the Prime Contractor is required to perform at least 25% of the cost of the contract (excluding the cost of materials) with its own employees Corporate Experience & Technical Capability: Offerors will be required to submit objective proof of their in-house technical capability to execute this project. To be considered for award, the Prime Contractor must demonstrate a corporate history of direct, hands-on installation and configuration of CCTV systems. Subcontractor qualifications, experience, and past performance will not be accepted as a substitute for the Prime Contractor's own corporate experience. Required Proof (At Solicitation Stage): Offerors will be required to submit manufacturer-specific certifications (e.g., Galaxy Controls or equivalent network system certs) and payroll/personnel certifications demonstrating that the technicians performing the physical installation are direct W-2 employees of the Prime Contractor.
