Description
U.S. Army Contracting Command, Office of Aberdeen Proving Ground, Natick Division (ACC-APG, Natick Division), located in Natick, Massachusetts, in support of U.S. Army Combat Capabilities Development Command, Soldier Center, Soldier Protection Directorate, Protection Sciences & Materials Division, Chemical Biological Technologies Branch (DEVCOM-SC, SPD, PSMD, CBTB), intends to award a sole source firm fixed price purchase order under the authority of RFO FAR 12.102(a) for one base year, two twelve month option periods, and potential additional extensions up six-months under FAR clause 52.217-8 for maintenance coverage for the Microactive 3Flex 3500 Surface and Catalyst Characterization Analyzer and Smart VacPrep 067 preparation station located at U.S. Army Natick Soldier Systems Center to Malvern Panalytical, Inc., a Massachusetts corporation, located at 2400 Computer Drive, Suite 201, Westborough, MA 01581-1887. It is anticipated that the contract will be awarded on or before September 4, 2026. See the attached redacted Restricting Competition document, which is hereby incorporated into this special notice, for full details and explanation as to why competition is lacking. THIS IS NOT A REQUEST FOR QUOTES. There is no solicitation document. All responsible sources may submit a capability statement, proposal, or quotation which would be considered by the agency. Any response should demonstrate how the source can provide the requirements identified above without incurring unacceptable delays or duplicative costs to the Government. A determination by the Government not to compete this proposed contract is within the discretion of the Contracting Officer. Responses to this notice must be sent to ACC-APG, Natick Division via EMAIL ONLY to BOTH Edmund J. Bousaleh, Contract Specialist, [email protected], and Stephen M. Reffel, Contracting Officer, [email protected], no later than 1645 HRS EDT September 2, 2026. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested source.
