Solicitation Number: N/A (Market Research Only - THERE IS NO SOLICITATION AT THIS TIME) Requirement Title: Undersea Submergence Buoy Notice Type: Request for Information / Sources Sought Response by Date: September 18, 2026 Requisition Number: RFISS-180 Synopsis: The Naval Undersea Warfare Center Division (NUWC), Keyport is issuing this sources sought notice as a means of conducting market research to identify parties having the resources, interest, and capability to provide the Undersea Submergence Buoy in accordance with the [X] attached drawings and/or [ ] statement of work. This request for capability information does not constitute a Request for Proposal (RFP); submission of any information in response to this announcement is purely voluntary and the Government assumes no financial responsibility for any costs incurred. Please complete the attached “Questionnaire for Industry” Word document and return it via email to [email protected] no later than September 18, 2026. Attachment includes drawing numbers: RFISS-180_1845687_Rev_AS_NSEDR. DO NOT INCLUDE ANY CLASSIFIED, CONTROLLED UNCLASSIFIED, OR ARMS EXPORT CONTROLLED DOCUMENTS OR INFORMATION IN YOUR RESPONSE. CONTRACTORS ARE REQUIRED TO ADHERE TO OPERATIONS SECURITY (OPSEC) REQUIREMENTS. EXPLANATION OF THESE REQUIREMENTS IS DETAILED IN SECTION I OF THE OPERATIONS SECURITY GUIDE FOR CONTRACTORS AVAILABLE ONLINE AT: https://www.navsea.navy.mil/Home/Warfare-Centers/NUWC-Keyport/Resources/Small-Business/. The Government may not respond to any specific questions or comments submitted in response to this sources sought notice or information provided as a result of this sources sought notice. Any information submitted by respondents as a result of this sources sought notice is strictly voluntary. This sources sought notice is for information planning purposes, the Government will not pay or otherwise reimburse respondents for information submitted, and it is not to be construed as a commitment by the Government. All documentation shall become the property of the Government. The Government is not soliciting, nor will it accept proposals as a result of this sources sought notice. All firms responding to this sources sought notice are advised that their response is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later via the Government-wide point of entry and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. SPECIAL NOTICE FOR DRAWING ACCESS: To view the drawings associated with this sources sought, you must request access via SAM. This will send an automated email to the Contract Specialist/Purchasing Agent that you have requested to view the drawings. To ensure that your request can be approved, you must submit a completed DD Form 2345 via email to the Contract Specialist/Purchasing Agent listed as the point of contact for this sources sought ([email protected]). Access within SAM will not be granted until a valid DD Form 2345 is received and verified.
