Description
1. INTRODUCTION & DISCLAIMER This is a Sources Sought Notice (SSN) / Market Research announcement issued in accordance with Federal Acquisition Regulation (FAR) Part 10 and Defense Federal Acquisition Regulation Supplement (DFARS) PGI 206.302-1. This notice is for planning and market research purposes only and does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). The Government will not award a contract based on this notice, nor will it reimburse any costs associated with preparing or submitting a response. All information received will be treated as market research and used to determine acquisition strategy, including potential socio-economic set-asides (e.g., 8(a), SDVOSB, WOSB, HUBZone, or Small Business). 2. REQUIREMENT OVERVIEW The Department of the Air Force, National Guard Bureau, and the Alabama Air National Guard (187th Fighter Wing) require essential Local Telecommunication Services (LTS) and features supporting Dothan IAP ANG, AL. These services are classified as Information Technology (IT) in accordance with DFARS 239.74 "Telecommunications Services." The Contractor must provide all labor, tools, facilities, materials, and services necessary to perform and deliver local access ("dial-tone" and ancillary services) to the designated circuit demarcation point. Key Technical & Operational Parameters: Availability Requirements: Continuous, uninterrupted local phone service 24 hours a day, 7 days a week, 365 days a year (24/7/365) with a minimum of 99.9% availability. Existing Infrastructure/Compatibility: Government Switching System: Avaya 871 utilizing Cm11 software. Location of Switch: Building 200, Wallace Drive, Dothan, AL 36303. The proposed solution must be fully compatible with this existing system without additional cost to the Government. Direct-Inward-Dialing (DID) Directory Numbers: A block of 100 DID directory numbers: (334) 340-8600 to 8699. Local Exchange Digital Trunks (ISDN PRI): Circuit ID: PRI #1 Configuration: 1 D-Channel, utilizing 14 2-Way B-channels (only 14 out of 23 active channels are required). Demarcation Point: Bldg 200, Wallace Drive, Dothan, AL 36303. Ancillary Deliverables: One (1) Public Listing in the Government Section of the local directory. Twenty (20) hard copies of Local Telephone Directories. Transition / Cutover Requirements: In the event of an award to a non-incumbent, the Contractor must submit all Interconnection Agreements (IAs) and an Initial Cutover Plan with their proposal. A Final Cutover Plan is required within ten (10) working days of contract award to ensure a seamless transition with zero disruption to mission-critical local exchange access. Outage Priority & Restoration Thresholds: Catastrophic Outage (Total loss of network/processing for 95%+ of lines): NLT 1-hour response; 4-hour progress updates. Emergency Outage (Severely hampers AF mission): NLT 1-hour response; 8-hour restoration. Serious Outage (Degraded service or fault condition): NLT 1-hour response; 24-hour restoration. Routine Outage (Minimal disruption to daily operations): NLT 1-hour response; 2 calendar days restoration. 3. CAPABILITY STATEMENT REQUIREMENTS Interested sources capable of performing these services are invited to submit a Capability Statement. To facilitate review, responses should be limited to no more than five (5) pages and must include the following information: Part A. Corporate Profile Company Name & Address Point of Contact (Name, Title, Phone Number, and Email Address) Unique Entity Identifier (UEI) & CAGE Code Socio-Economic Category: Specify business size under NAICS 517111 / 517311 (e.g., Large Business, Small Business, SBA certified 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), or HUBZone). GSA / GSA MAS Contract Number(s): (If applicable, indicate if these services are available through existing Federal Supply Schedules). Part B. Technical Capabilities & Experience LTS Provisioning: Describe your firm's capability to deliver local exchange access, DID directory numbers, and ISDN PRI trunk routing to federal installations, specifically highlighting any experience with Air National Guard or Department of Defense (DoD) facilities. Avaya Switch Integration: Detail your experience and technical strategy for interfacing with the Government-owned Avaya 871 switching system (Cm11 software). Transition & Cutover Management: Describe your methodology for executing a seamless cutover plan from an incumbent carrier without interrupting dial-tone services to critical military lines. SLA & Outage Response: Confirm your ability to meet the strict response and restoration thresholds outlined in Section 2 (specifically the 8-hour restoration timeline for emergency outages and 24-hour timeline for serious outages). 4.
