Description

Sole Source Intent: The United States Army, Mission Installation Contracting Command (MICC) and U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Baron Services, Inc. at 4930 Research DR NW, Huntsville, Alabama, 35805-5906. Pursuant to the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 12.102(a), The Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The U.S. Army Arctic Regions Test Center (ARTC) requires specialized non-personal services for the annual maintenance, calibration, and performance evaluation of its Baron Services Model VHDD300X DP, X-band dual-polarization weather radar system located at Fort Greely, Alaska. ARTC requires experienced engineers with access to proprietary hardware and software to verify the weather radar is performing as it should be based on installed initial specifications and operational parameters. Therefore, Baron Systems, Inc. is the only source capable of providing the maintenance and calibration for the X-band polar weather radar. This requirement will be procured using the acquisition procedures in RFO FAR part 12 Acquisition of Commercial Items. The North American Classification System (NAICS) code is 811210 - with a size standard of $34 million. The resultant contract will contain an overall period of performance for five years that consist of a base period of one year and four one-year option periods. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional release of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. If you feel your firm possesses the ability to meet these requirements, then you must respond by referencing PANMCC-26-P-0000 048596 in the subject line and include documentation demonstrating your firm's technical capability to meet these requirements no later than 12:00 PM MST September 10, 2026.
