The CSD provides the measurement science, standards, technology, data, and chemical informatics required to support the nation's needs in determining the chemical composition and chemical structure of gases, organic, and inorganic species. This acquisition supports the CSD mission by providing critical technical infrastructure for Grand Challenge Project, enabling precise unipolar diffusion charging of aerosol particles, which is necessary for advanced metrology and chemical analysis. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR Part 12.102(b) with Cambustion, Ltd., Inc located in United Kingdom, for this equipment. Sole Source justification is based on the following: Market research has shown that the only product to meet NISTs requirement is manufactured by Cambustion, Ltd. Extensive Market research has been conducted and Source Sought notice titled Sources Sought Notice for unipolar diffusion aerosol charger yielded no additional sources.
