Description
The United States of America acting by and through the Department of the Navy (Government) is issuing this Request for Qualifications/Request for Proposals (RFQ/RFP) to enter into a long-term lease agreement (Lease) under the authority of Title 10 United States Code (U.S.C.) § 2667 for private development of approximately 28 acres at Naval Weapons Station Seal Beach (NWSSB), in Seal Beach, California. The Governments preferred objective is to enter into a long-term Lease of its fee-owned real property on a portion of NWSSB in exchange for which the Selected Proposer would provide in-kind consideration (IKC), in lieu of cash, to the Government in the form of mission sustainment projects. This IKC must be valued at not less than the fair market value of the leasehold interest.
