Description
Naval Air Systems Command (NAVAIR) intends to award a Sole Source Delivery Order (DO) under an existing Basic Ordering Agreement (BOA) N00019-23-G-0004 to Honeywell International, Inc. (Honeywell), 1944 E. Sky Harbor Circle, Phoenix, AZ 85034 for the procurement of Non-Recurring Engineering (NRE) for the redesign of the Control Display Unit (CDU), Enhanced Standby Flight Instrument (ESFI) and the Remote Frequency Indicator Selector (RFIS) into the V-22 Variants aircraft for the MV-22, CV-22, and CMV-22. Non-recurring engineering for design, development, qualification, validation, verification, test and evaluation of the Control Display Unit (CDU), Enhanced Standby Flight Instrument (ESFI) and the Remote Frequency Indicator Selector (RFIS) into the V-22 Variants for MV-22, CV-22, and CMV-22. This action is being awarded on a sole source basis to Honeywell in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Honeywell is the only known source that possesses the requisite knowledge and expertise required to perform this effort. In addition, Honeywell is the only source that possesses the totality of engineering and technical data required to perform these efforts. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
