Description
1. Action Code: This is a Pre-Solicitation notice. 2. Date: 18 August 2026 3. PSC Code: Y1BZ - Construction of other Airfield Structures 4. Subject Title: Construction of Apron Blast Shield, Dyess AFB, TX 5. Solicitation Number: FA466126R0008 6. Important: This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by Revolutionary FAR Overhaul (RFO) 5.101, Presolicitation Notice in preparation for release of the Request for Proposal (RFP) on a later date. 7. Description: The RFP for this project is expected to be issued on or about middle of September 2026. The Proposal due date is planned on or about, end of October 2026. The North American Industry Code Standard (NAICS) is NAICS 238120 Structural Steel and Precast Concrete Contractors, and the size standard is $19M. The planned procurement method is contracting by Lowest Price Technically Acceptable (LPTA). The resulting contract is planned to be a firm-fixed price (FFP) contract for the work described in the Statement of Work which is attached and will be provided with the solicitation. Dyess AFB is seeking the construction of blast deflector fenses for the B1-Bomber. Work under this project shall consist of providing all plant, labor, equipment, appliances, materials, and performing all operations required to cover the fabrication and erection of new Blast Deflector Fences. All work shall comply with the contract specifications and shall be in accordance with the latest International Building Code (IBC), National Fire Codes, Unified Facilities Criteria (UFC), Engineering Technical Letters (ETLs), and all applicable Federal, State and local regulations/codes. The blast fence shall be capable of withstanding the afterburner throttle at 30,000 lbs thrust of a B1-B Bomber engine nozzle 90 ft/ (min.) from front of deflector foundation. Extrapolated temperature is approx. 1400 ? velocity @ 900 MPH. 8. Place of Contract Performance: Dyess AFB, Texas. 9. Set Aside Status: This will an 100% Small Business Set Aside. Prospective Offerors must also be registered with the System for Award Management (SAM) at https://www.sam.gov in order to participate in this procurement. Interested parties can register under the Interested Vendors List at SAM.gov. 10. Period of Performance (POP): The POP is estimated to be 60 days after the Notice to Proceed. Electronic files (PDFs of drawings/specs) are attached directly to the presolicitation notice for public access. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this soliciation, either before or after the closing date. In the event the Government cancels this soliciation, the Government has no obligation to reimburse an offeror for any costs.
