Description
Requirement: This acquisition is conducted under the Multiple Awards Schedule (MAS) Program (Title 41 U.S.C. 152(3)). This action is for a new firm-fixed price delivery order for a 40 by 24 Modular Structure delivered to the Tropospheric Doppler Radar Wind Profile (TDRWP) at KSC (J5-0341) and assembled into a conjoined double-wide structure similar to a modular trailer. It is anticipated that award will be made to Red Guard Cover Six under General Services Administration (GSA) Federal Supply Schedule (FSS) GS-07F-0761X, Special Item Number (SIN): 332311P, SIN Title: Pre-Engineered and Prefabricated Buildings and Structure. Rationale: FAR 8.401(b)/GSAM 538.7104-3(b)(i), urgency justification: Chronology: In late 2025, the United States Space Force entered into an interagency agreement with NASA KSC to provide upgraded radar capabilities at the J5-0341 TDRWP facility owned and operated by NASA. This multi-million-dollar upgrade required refurbishment of a small hardware trailer to install new upgraded equipment. Unforeseen site conditions, including mold, structural deficiencies, and rotted framework were not discovered until recently, necessitating a stop-work condition to repair or replace the facility. NASA determined that it was in the Governments best interest to quickly replace the building with a readily available Commercial Off the Shelf (COTS) modular structure that met the EMI intent of a Faraday Cage structure, with enough square footage to allow for the efficient installation of the new hardware. Due to critical national security requirements and support for multiple critical Eastern Range launches in the fall of 2026, this modular structure must be ready to deploy in the field within 14 calendar days and must not involve custom design work or require substantial site preparation or construction support. Planning: The schedule agreed to by stakeholders to complete the project by September 2026 included a critical path through the effort to incrementally disassemble parts of J5-0341 for refurbishment while maintaining operational capabilities for as long as possible. The facility serves every Eastern Range launch averaging 1 every 3.5 calendar days. The unforeseen site conditions at the facility were discovered in June 2026, and the Government worked to find a solution and funding as quickly as possible. The project was constrained by the Artemis II launch and refurbishment of the existing facility structure could not start prior to the launch. Harm to the Government: The Government will face irreparable harm by not procuring this facility quickly and the equipment cannot be installed until this modular structure is assembled in place on-site. This would jeopardize all future TDRWP support for an estimated 100 launches per year, including Artemis III in the spring of 2027.
