Solicitation Number: 70LCHS26QPFB00034 Amendment 0001 Amendment 0001 Includes: 1) New Bid Option CLIN for B1 Roof 2) Attachments 15 - 17 3) Changes RFI Response Due date to 8/28/2026 This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 under the Revolutionary FAR Overhaul (RFO), incorporating applicable construction requirements under FAR Part 36. This solicitation incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2026-01 dated March 13, 2026. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 70LCHS26QPFB00034 is issued as a Request for Quotation (RFQ) for the Repairs and/or Replacements of multiple roofs for the Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) located in Charleston, South Carolina. The associated North American Industrial Classification System (NAICS) code for this procurement is 238160, Roofing Contractors. Product Service Code is Z2JZ Repair or Alteration of Miscellaneous Buildings. This requirement is a Total Small Business Set-Aside. Only qualified small business quoters may submit quotations. The Government intends to award a Firm-Fixed Price contract utilizing a Lowest Price Technically Acceptable (LPTA) source selection approach. Award will be made to the responsible quoter whose quotation is determined technically acceptable and provides the lowest evaluated price. A site visit will be conducted on August 26, 2026, at 9:00 A.M. at Bldg. 61. Due to FLETCs security requirements, all contractors intending to attend the site visit must submit a completed FLETC Form 121-00-02 Visitor Vendor Access Request form (Attachment 11) to the Contracting Officer and Contract Specialist no later than August 21, 2026, 11:00 A.M. EDT. The site visit is not mandatory, but quoters are highly encouraged to attend. All questions regarding this solicitation must be received electronically via email to the Contracting Officer, Aubreigh Sumner at [email protected] and Contract Specialist, Jacqueline Marquez at [email protected] no later than 2:00 PM EDT on August 28, 2026 to allow adequate time to provide answers. All Q&As will be posted as an amendment to the solicitation on SAM.gov.
