This published notice contains an attached fully-signed copy of the Justification for Other Than Full and Open Competion (JOFOC) which was fully-approved, in DOT's Office of the Secretary (OST), in support of an awarding, without competition, of a Modification No. 9 that increased the total price of Option Year Three of Contract No. 693JK423C600010. (Although that Modification No. 9 was bilaterally-signed on August 12, 2026, OST was unable to "Release" that Modification No. 9, in OST's electronic-procurement-system known as "Prism", and thereby complete the awarding of that Modification No. 9, until the afternoon of August 19, 2026, because of intervening technical-problems encountered in the Prism-system.)
