Description

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available, and telephone requests will not be honored. Only one responsible source, and no other supplies or services will satisfy agency requirements. The Defense Health Agency Contracting Activity (DHACA) Healthcare Contracting Division- Southeast (HCD-Southeast) is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source contract under FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice satisfies posting requirements at FAR Part 5.101. The proposed source is Fenwal, Inc., a Fresenius Kabi Company (Fenwal) of Three Corporate Drive, Lake Zurich, IL 60047. The Naval Medical Center Camp Lejeune (NMCCL), NC Blood Donor Center has a requirement for CPDA triple blood bags and Glycerolyte 57% Solution. The requested items shall be configured and validated for use with the Haemonetic ACP 215s that NMCCL currently owns. The items shall be Food and Drug Administration (FDA) approved for patient care. The requested supplies shall be configured and validated for use with the AMICUS™ Separator Collection System that NMCCL currently owns. The supplies shall be delivered timely, and products shall be free of defects in accordance with federal and industry standards per Food and Drug Administration (FDA) regulations. The supplies shall be provided for a delivery period from 01 October 2026 – 30 September 2027. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 339112- Surgical and Medical Instrument Manufacturing. The Product/Service Code (PSC): 6515- Medical and surgical instruments, equipment, and supplies. The Small Business Administration (SBA) size standard is 1,000 employees. Parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same supplies or services. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
