PRE SOLICITATION NOTICE Department of Veterans Affairs (VA) National Cemetery Administration (NCA) Crown Hill National Cemetery Stormwater Infrastructure Improvements Project No.: 807CM3026 | Solicitation Type: Invitation for Bids (IFB) 1. INTRODUCTION The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), intends to issue an Invitation for Bids (IFB) for construction services to deliver stormwater infrastructure improvements at Crown Hill National Cemetery, 725 West 42nd Street, Indianapolis, IN 46208. 2. SET ASIDE & CLASSIFICATION Set Aside: **100% Service Disabled Veteran Owned Small Business (SDVOSB)** NAICS: **236220 Commercial and Institutional Building Construction** PSC: **Y1PZ Construction of Other Non Building Facilities** 3. PROJECT OVERVIEW BASE BID (CLIN 0001): Provide labor, materials, equipment, and supervision to construct the stormwater infrastructure improvements shown in the plans and specifications, including installation of underground stormwater detention and irrigation. Contractor must coordinate with INDY DPW for connection to the Citizens Energy Group (CEG) combined storm/sewer line and obtain the City Right of Way permit for the off site connection. BID ALTERNATE (CLIN 0002): Install a new asphalt roadway, new signage, and extend the retaining wall along the west property line behind the administration building. 4. PERIOD OF PERFORMANCE The anticipated period of performance is **360 calendar days** after issuance of the Notice to Proceed (NTP). 5. KEY REQUIREMENTS Secure all required permits, including City ROW and any applicable environmental permits. Perform site survey, utility locating, erosion control, and grading to maintain proper drainage. Protect existing infrastructure, vegetation, adjacent property, and repair any damages.  Provide turf/seed landscaping and restore the site to original or better condition. Submit daily progress summaries and a minimum of ten construction photos to the COR. Provide a minimum one year warranty for materials and workmanship; deliver required O&M manuals and as built documentation at close out. 6. PRE BID SITE MEETING A pre bid site meeting will be held with the Contracting Officer/COR, District Engineer, Cemetery Director, and prospective bidders. Meeting details will be specified in the forthcoming solicitation. 7. ANTICIPATED SOLICITATION DETAILS FAR 36.204 Magnitude of Construction: Between $5,000,000 and $10,000,000 Solicitation Posting (SAM.gov): On/about 9/3/2026 8.
