Description

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 8, is seeking information from qualified and interested small business firms for market research purposes regarding the requirement to replace the approximately 214,637 square foot roofing system on Building 1 at the Miami VA Healthcare System, located at 1201 NW 16th Street, Miami, FL 33125, in accordance with VA design drawings, specifications, and the Statement of Work, including phased construction, crane operations, demolition of the existing roofing system, installation of a new roofing system, reinstallation of photovoltaic panels, replacement of the Lightning Protection System, manufacturer inspections, certifications, and all associated work necessary to ensure minimal disruption to hospital operations. The applicable NAICS code is 238160 (Roofing Contractors), small business size standard $19M. Responses to this Sources Sought shall include: Company Name; Address; Point of Contact; Phone Number; Email Address; Unique Entity ID; CAGE Code; and Tax ID Number. In accordance with 38 U.S.C. 8127(d), the Contracting Officer shall award contracts on the basis of competition restricted to small business concerns owned and controlled by Veterans if there is a reasonable expectation that two or more such firms will submit offers at a fair and reasonable price representing best value to the Government. For this VA specific authority, a Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) must meet the eligibility requirements of 38 U.S.C. 8127(e), (f) and VAAR 819.7003, and must be listed as verified by the Small Business Administration at https://veterans.certify.sba.gov. Firms are requested to provide answers to the following questions regarding their socio economic status: (1) Is your business a small business under NAICS 238160? YES/NO; (2) Is your firm a Veteran Owned Small Business? YES/NO; (3) Is your firm a Service Disabled Veteran Owned Small Business? YES/NO; (4) Is your firm a certified HUBZone firm? YES/NO; (5) Is your firm a Woman Owned Small Business? YES/NO; (6) Is your firm a Large Business? YES/NO. Information received will be used solely for market research to determine the appropriate acquisition strategy for this requirement.
