Description
Post received little advanced notice of VIP travel; there was no time to follow the normal solicitation procedure. Concurrently, the G7 Summit in nearby Evian has already consumed the local supply of vehicles and vetted drivers, leaving few qualified vendors available. In addition, the location of the visit, originally targetting Geneva, was moved to Lucerne in central Switzerland; post had no time to evaluate different contractors in that region. Luxe Limousine is SAM-registered and immediately available, with the capacity and ability to meet the security coordination requirements (e.g., Secret Service/Diplomatic Security vetting) needed on this compressed timeline. They are available to support operations in both Geneva and Lucerne. Given the unusual and compelling urgency, the constrained local market due to the G7 Summit, and the need to meet strict security requirements without delay, use of other than full and open competition under FAR 6.302-2 is justified, with award to Luxe Limousine.
