Dear Prospective Offeror: Subject: Request for Quotes NEC - Warehouse Parking Lot Enclosed is a Request for Quotes (RFQ) for 19PM0726Q0018 NEC - Warehouse Parking Lot. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. AMENDMENT / MODIFICATION OF SOLICITATION No.: 19PM0726Q0018 – NEC - Warehouse Parking Lot Amendment No.: 0001 Date: August 25th, 2026. Purpose of Amendment This amendment is issued to extend the solicitation closing date and to incorporate substantive technical clarifications resulting from the Pre-Proposal Conference/Site Visit held on August 11, 2026. Extension of Closing Date The solicitation due date and time is hereby extended as follows: Previous due date: August 25, 2026, 03:00 PM (local time) New due date: August 31, 2026, 03:30 PM (local time) No quotations will be accepted after this new date and time. Summary of Substantive Changes The following clarifications and changes are incorporated into the solicitation and supersede any prior answers issued in the Q&A: a. Parking Lot Elevation / Level Changes The overall parking lot level will be set to match the existing concrete warehouse sidewalk elevation. As a result: Existing manholes and infrastructure will remain at their current levels — no demolition or lowering is required. No relocation of existing utilities (sanitary sewer, storm drainage, electrical manholes) is required; no differential leveling will be needed. b. High-Voltage Electrical Boxes Due to the elevation change described above, de-energization coordination with the COR for high-voltage catch boxes will no longer be necessary, as these boxes will not be modified. c. Curb Detail The curb detail will remain Type A. Because the parking lot level will match the sidewalk elevation, curbs will not run along the sidewalk in that area. d. Base Material at Curb/Gutter Areas For any remaining curb/gutter Type B condition, all base material must be new — reuse of existing crushed rock base is not permitted. e. Contract Performance Period The contract completion period is extended from 45 business days to 60 business days after Notice to Proceed (NTP). Offerors should refer to the Holiday list published in Section J of the RFQ when planning the schedule. f. Updated/Additional Documents Incorporated by this Amendment The following revised and additional documents are hereby incorporated into the solicitation, superseding their previous versions where applicable: Attachment 2 – Statement of Work, Revision 02 Attachment 3 – Drawings, Revision 02 (Sheets 1/4 through 4/4) Preproposal Conference Minutes, dated August 13, 2026 60-Day Construction Schedule Template (for planning purposes) Effect on Quotations All other terms and conditions of the solicitation remain unchanged. Offerors who have already submitted a quotation may submit a revised quotation reflecting these changes prior to the new closing date. Acknowledgment Offerors must acknowledge receipt of this amendment in accordance with Section J of the RFQ, either by signing and returning a copy of this amendment, or by identifying the amendment number and date on the quotation submitted. Your quotation must be submitted electronically to [email protected] It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. In order for a quotation to be considered, you must also complete and submit the following: 1. SF-18 fully filled. 2. Section A, Pricing. 3. Section L Representations and Certifications. 4. Additional information as required in Section J. 5. Proof of SAM Registration. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
