Synopsis
The purpose of the CMP-PDTA, under assistance listing 10.521, is to support the implementation and capacity of the 4-H Military Partnership and Outreach Support Program. Professional development and technical assistance are provided to the Land-grant Institutions and the CES so that, in collaboration with other organizations, they can develop and deliver educational programs for military-connected youth. The educational programs are to equip military-connected youth with the skills they need to lead positive, productive, and contributing lives.

Applicants for the CMP-PDTA must meet all the requirements discussed in this NOFO. Failure to meet the eligibility criteria by the application deadline may result in exclusion from consideration or, preclude NIFA from making an award. Eligibility extends to the 1862 Land-grant Institutions, the 1890 Land-grant Colleges and Universities, including Tuskegee University, West Virginia State University, and Central State University ((7 U.S.C. 343(d)), and the 1994 Land-grant Institutions (7 U.S.C. 343(d); as defined in 7 U.S.C. 301 note). Eligibility is extended to the University of the District of Columbia per Section 208 of the District of Columbia Public Postsecondary Education Reorganization Act.
