Eligible applicants are limited to: State governments, which includes the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Northern Mariana Islands, see 34 U.S.C. § 12291(a)(37). Pursuant to 34 U.S.C. § 12511(b)(3)(B)(iii), only the state or territorial agency designated by the governor may apply.
